    Current Traffic Restrictions

    Rolling stops, single-lane restrictions, and shoulder closures are in place on I-70 between the Route 51 interchange and the Wheeling and Lake Erie Railroad Bridge. Restrictions began on May 7 and will continue on weekdays, overnight, from 6:00 PM-6:00 AM and are anticipated to last through mid-June. All work depends on the weather and operations.

    Construction Activities

    Construction began in April 2025 and is expected to continue through 2028. Eastbound ramps and Finley Road will close at the interchange for approximately five months in 2025 to build a mechanically stabilized earth (MSE) wall and roundabout. Detours will follow I-70 to the Route 201 and Route 51 interchanges. While Finley Road is raised, a temporary driveway will be in place east of the interchange to provide access for homes and properties for about one month.

    Project Overview

    This project connects Route 3011, Finley Road, Indian Hill Road, and Daugherty Lane to I-70, and improve safety and traffic operations at the interchange and along I-70. The existing Exit 43 interchange (Donora - Fayette City) will be renamed Donora – Rostraver Road, and the existing Exit 44 interchange (Arnold City) will be renamed Fayette City - Finley Road. The project area is approximately 1.75 miles long, from the I-70 bridge over the Wheeling and Lake Erie Railroad to 1.37 miles east of the Arnold City Interchange in Rostraver Township. Planned construction through 2028 will include:

    I-70 Mainline Reconstruction

    • Full depth pavement replacement
    • Drainage improvements
    • Stormwater management
    • Replacement of overpass structures
    • Grade improvements to provide adequate clearance

    Arnold City Interchange Improvements

    • Interchange geometry will be improved to provide adequate ramp lengths for traffic to safely exit from and merge onto I-70
    • The grades on the ramps will be reduced to meet current standards
    • A roundabout will combine the eastbound ramps/Indian Hill Road intersection and the Indian Hill/Finley Road intersections

    Indian Hill Road Bridge over I-70

    • Replaced to provide adequate width and vertical clearance (16’ 6” minimum) for I-70

    Crawford Lane Bridge over I-70

    • Replaced to provide adequate width and vertical clearance (16’ 6” minimum) for I-70
    • Location shifted to east to allow new bridge to be constructed while existing bridge remains in use

    Public Involvement

    PennDOT aims is to keep the public informed through all stages of project development. At each of these meetings, the Department made a short presentation to provide an overview of the project, purpose and needs, environmental features, studies performed, design work completed to date, and next steps.
